Leadership Team Bios


Bruce Johnson
Chairman of the Board & President
Bruce is an organizational strategist known for bringing together divergent interests to achieve common goals.  In the dual role of Chairman of the Board and President, Bruce ensures the company’s vitality is maintained and mission is followed, reporting directly to the CQuest Board of Directors on both accounts.  Bruce also serves as President and Chief Executive Officer of the Illinois Primary Health Care Association, thereby maintaining the close ties between the sister companies.  A veteran administrator with over 35 years experience, Bruce was instrumental in revitalizing the Association and spearheading the resulting formation of CQuest, and in leading the acquisition of Starling Systems. 

Tom Simonds
Chief Executive Officer
Tom has over 25 years of experience working with information systems, team leadership, and executive management.  In 1991, Tom left the for-profit sector to lead the implementation of a practice management system at one of the largest community health centers in Chicago. Later, he joined the Illinois Primary Health Care Association and led IPHCA’s team as they assisted the State of Illinois in developing and implementing the Cornerstone system.  These experiences have given him first hand knowledge of the challenges faced by frontline workers, as well as a clear understanding of the importance of service delivery to the patients and clients in community health centers and health departments.  Tom played a lead role in the formation of CQuest, and now as CEO of the organization, he uses his creative problem solving abilities and his skill in building effective teams to ensure that our technology solutions truly help our customers meet the needs of medically underserved populations.

Jeff Hamrick
Chief Financial Officer
Jeff directs the organization’s overall finances, and manages investments and assets.  A seasoned manager, he has nearly 20 years experience in budgeting and forecasting; financial planning, reporting, and analysis; risk management; and process improvement, with over 11 years experience in a health care setting. 

Kevin Davis
Senior Vice President of IT Systems Development and Operations
Responsible for the day to day activity to support operations for current customers, Kevin oversees the areas of help desk services, network and hardware support, and software development and support.  His role is critical in ensuring CQuest not just meets contract deliverables, but exceeds customer expectations.  Internally, Kevin is also responsible for the systems, technology, and resources that support the organization.  Kevin has 29 years experience in data processing, and is certified by the Project Management Institute (PMI) as a Project Management Professional (PMP).  His extensive work background includes work in state government social service agencies, banking, insurance, and public utilities industries. 

Kim Wallace
Senior Vice President of Corporate and
Strategic
Opportunity Development
Kim is charged with identifying and developing strategic opportunities for CQuest, as well as leading the organization’s efforts in corporate development and readiness and strategic planning.  Her experience as a former state WIC Director and 25 years in health systems management are invaluable in fulfilling this role. 

Belinda Guyton
Vice President of Practice Management Systems
Belinda has direct responsibility for CQuest’s practice management systems, including site implementation, contract management, vendor relations, and network maintenance and development.  She is also charged with oversight of CQuest’s Help Desk Services unit.  Belinda has over 17 years of service with the organization, and has broad experience in working with community based organizations, public and private health care organizations, and government entities. 

Tom Hwang
Vice President of Centralized Billing Services
Tom is responsible for all activities associated with the Centralized Billing Services unit, including claims processing, provider enrollment, third party reimbursement, coordination of benefits, insurance billing services, accounts receivable, and billing information systems. Having served most recently as the Manager of Systems Integration and Project Management, and formerly as the Billing Information Systems Engineer, Tom has a full understanding of day-to-day operations associated with the multiple departments within the Centralized Billing Services unit, as well as a solid working relationship with public administrators, consultants and end-users. 

Stephanie Sapetti
Vice President of Marketing and Communication
Stephanie directs all aspects of CQuest’s marketing efforts, including producing all materials and web sites, conducting market research, participating in business development, and leading internal communication directives.  Serving the organization since 1998 and in various leadership roles, she has a thorough understanding of CQuest’s mission, operations, employees, and customers.
